Between 1913 and 1918 all Netherlands mail relating to administration of the Poor Law was required to use the 1899-1901 definitive stamps overprinted with "ARMENWET" (Poor Law)

A is Genuine. B has a cancel date of 1912 before the overprint was used (and the wrong typeface).
